3 Days in Cebu: The Perfect Itinerary for First-Time Visitors
✅ Last verified on-the-ground: 2026-07-17
Cebu is the Philippines’ second city and the country’s most underrated stop on the Southeast Asia backpacker circuit, an island of Catholic churches, white-sand day trips, and some of the friendliest street food you’ll find anywhere in the region. Three days is the right amount of time: one for the city, one for the islands, and one to recover from the islands before flying out. Cross-checked against traveller reports from June 2026 and current Grab/12go fares.

Day 1: Cebu City on Foot
Start at the oldest street in the Philippines. Colon Street has been a trading lane since 1565, and it’s the one bit of Cebu that genuinely still feels like a Spanish port city. Walk it end to end (about 20 minutes), then cut up to the Cebu Metropolitan Cathedral and the Basilica del Santo Nino next door. The cathedral is free to enter, modest from the outside, and surprisingly grand inside. Book Cebu Metropolitan Cathedral tour. The basilica is the older of the two and holds the Santo Nino, a 16th-century statue that’s the reason Cebu celebrates Sinulog every January. Dress code is strict: shoulders and knees covered, no shorts.
After the churches, walk 15 minutes north to the Archdiocesan Museum of Cebu. It’s small, you’ll be done in 45 minutes, but the religious art is genuinely worth seeing. Entry is 200 PHP (~₹300). Book Archdiocesan Museum of Cebu tour. Lunch is right here too: Gerry’s SM Cebu is the mall branch, but the better move is Manam SM City Cebu a few blocks over, which does Filipino comfort food at 250-450 PHP (~₹375-675) per dish.
Subodh’s Pro Tip: SM City Cebu and Ayala Center Cebu are the two malls you’ll end up in. Ayala is the nicer one for air-conditioning and a quiet coffee, SM is where the cheap eats and the pharmacy are. Both have free WiFi.
Afternoon: take a Grab up to the Cebu Taoist Temple in the Beverly Hills subdivision. Entry is free, donation welcome, and the views back over the city are the best you’ll get without a flight. Book Cebu Taoist Temple tour. From there, it’s a 20-minute Grab to the Temple of Leah, a Roman-style monument built by a local tycoon for his wife. It’s kitsch, not culture, but the columns and the valley view make it the most-photographed stop in the city. Book Temple of Leah tour.
Sunset: head to TOPS Cebu for the city’s only proper hilltop viewpoint. 100 PHP (~₹150) entry, a 30-minute Grab ride up a winding road, and a viewing deck that catches the whole Cebu City skyline going dark. Book TOPS Cebu tour. Dinner is back in the city, ideally at 7107 Restaurant - Cebu City, which does Filipino classics like sinigang and kare-kare at 300-500 PHP (~₹450-750) a plate. Book 7107 Restaurant - Cebu City tour
Day 2: Island Day
Cebu is famous for its islands, and you’ll waste this day if you DIY the boats. Book a group island-hopping tour the night before through your hostel or any travel desk in Fuente. The standard Cebu day-trip options:
- Mactan island-hopping (Hilutungan, Nalusuan, Pandanon): 4 hours total on the water, lunch included, 1,500-2,500 PHP (~₹2,250-3,750) per person. The closest option, the easiest logistics.
- Bantayan Island day tour: long drive, more authentic, fewer boats crammed together. 2,000-3,000 PHP (~₹3,000-4,500).
- Moalboal (sardine run + sea turtles): 2.5 hours southwest of the city. The sardine run at Panagsama Beach is one of the most reliable wildlife sights in Southeast Asia. 1,800-2,500 PHP (~₹2,700-3,750).
Safety Alert: Most Cebu island-hopping operators require you to sign a liability waiver. Read it. Several have a clause where the operator isn’t liable for “acts of God” including jellyfish stings, which are common at Hilutungan between March and June. Carry vinegar in your day-bag.
If you want to skip the boat and stay on land: Cebu Ocean Park near the SRP is a half-day alternative, especially if you’re travelling with family. 880 PHP (~₹1,320) entry, well-maintained, decent aquarium. Book Cebu Ocean Park tour
Day 3: Adventure or Slow Morning
Your third day depends on your flight out. If you’re flying evening, spend the morning doing one of these:
Option A (active): Sky Experience Adventure at the Crown Regency Hotel. It’s a tower-based adventure park: edge walks, the Sky Walk Extreme (no harness, just a cable), and the zipline. Prices start at 800 PHP (~₹1,200). Book Sky Experience Adventure tour. Two to three hours, adrenaline, and you’ll be back in the city by 1 pm for lunch.
Option B (active, indoor): EscapeCEBU in IT Park, an escape-room outfit rated 4.7 across traveller reviews. 600-900 PHP (~₹900-1,350) per person for a 60-minute room, group of 4-6. Book EscapeCEBU tour. Best for a rainy afternoon or a group.
Option C (slow): Stay near the airport, eat a long breakfast at Yayoi Cebu Japanese Teishoku Restaurant in Ayala (600-800 PHP / ~₹900-₹1,200 (~$9.34-$12.45) for a proper set meal), then visit the Magellan’s Cross (free, 10 minutes) and the Heritage of Cebu Monument (free, also 10 minutes, both in the same plaza as the cathedral from Day 1).
Where to Stay
| Hostel / Guesthouse | Cost/night | Vibe | Book Here |
|---|---|---|---|
| Kugii Hostel (near airport) | 450 PHP (~₹675) | Quiet, clean, best for late flights | Check prices |
| Hostel Honeycomb Cebu | 500 PHP (~₹750) | Social, central, rooftop | Check prices |
| Cebu Guest Inn | 600 PHP (~₹900) | Older but spotless, 10/10 rating | Check prices |
| Jiji’s Hostel | 550 PHP (~₹825) | Cozy, kitchen access, mid-range | Check prices |
| MoonStar Cebu | 480 PHP (~₹720) | Budget pick, central | Check prices |
| Nacho Hostel Cebu | 520 PHP (~₹780) | Party-leaning, IT Park area | Check prices |
| Kugii Hostel is my pick for the first or last night, given how close it is to Mactan-Cebu International. Honeycomb is the pick if you’re staying all three nights: the rooftop and the central location mean you walk to Fuente, IT Park, and Ayala within 15 minutes. |
What to Eat
Filipino food is pork-and-chicken heavy, but Cebu has better veg options than most travellers expect, mostly because of the mall food courts.
- Lechon at any Cebu BBQ stall: 250-400 PHP (~₹375-600) for a portion. The whole island is famous for it, but skip it if you’re strictly vegetarian.
- Pancit Canton at Gerry’s SM Cebu: 180 PHP (~₹270), stir-fried noodles, easy to ask for a veg version.
- Sinigang na Hipon (sour shrimp soup) at 7107 Restaurant: 350 PHP (~₹525). Ask for the veg version (sinigang na gulay), it’s on most menus.
- Japanese set meals at Yayoi Cebu: 650 PHP (~₹975), the most reliable vegetarian option in Ayala, with proper teishoku portions.
- Halo-halo at any Cebu cafe: 120-180 PHP (~₹180-270), shaved ice with mixed fruits and ube, dessert and meal in one.
- Vikings Luxury Buffet at SM City Cebu: 1,499 PHP (~₹2,250) lunch, 1,899 PHP (~₹2,850) dinner. Worth it for a one-time veg-heavy blowout. The salad and dessert stations alone cover a full meal.
- Indian food: there is a small Indian community in Cebu and at least one reliable Indian restaurant in IT Park called “Indian Restaurant Cebu” (not on the shortlist, but travellers report it’s the real deal for a dal-chawal fix at 350-500 PHP / ~₹525-₹750 (~$5.45-$7.78)).
Subodh’s Pro Tip: Don’t eat at the lechon stalls near the Basilica. They’re tourist-priced. The local ones cluster along Juana Osmeña Street, a 10-minute walk from Fuente.
Getting Connected
Cebu is one of the easier cities in Southeast Asia to get a working SIM. The two real options:
- Globe SIM at the airport: 70 PHP (~₹105) for the SIM, 200 PHP (~₹300) for 8GB/7 days. Buy at the Globe counter in the arrivals hall before you exit, not at the downtown stores where they push postpaid.
- Smart SIM at any 7-Eleven: 60 PHP (~₹90) SIM, 150 PHP (~₹225) for 4GB/7 days. Slightly cheaper than Globe, similar coverage.
If you want to skip the airport queue, Get Nomad eSIM and activate before you fly. Hotel and mall WiFi in Cebu is reliable, but you’ll need data for Grab and Google Maps outside the city.
Daily Budget Breakdown
| Category | Budget/day |
|---|---|
| Dorm bed | 500 PHP (~₹750) |
| Food (3 meals) | 600 PHP (~₹900) |
| Local transport (Grab) | 300 PHP (~₹450) |
| Activities | 800 PHP (~₹1,200) |
| Misc / drinks | 300 PHP (~₹450) |
| Total | 2,500 PHP (~₹3,750) |
This is what travellers report spending, not what blogs claim. Verified 2026-07-17 at 1 INR ≈ 0.67 PHP (1 USD = ₹96.3294). Pull island-hopping out of “Activities” if you’re not doing it that day, your day-3 cost drops to around 1,500 PHP (~₹2,250).
Common Mistakes
1. Skipping Cebu entirely and flying Manila-Bohol direct. The Manila-Cebu flight is 1h 25m and ₹5,688 (~59 USD), and the Manila-Tagbilaran direct is more expensive and rare. Coming via Cebu saves money even if you only spend one night.
2. Doing Bantayan as a “few hours” trip. Bantayan is a 4-hour bus each way from Cebu City. If you go, you stay overnight, you don’t day-trip it. Moalboal is the same. Travellers who try to cram both into one day end up on the last bus home exhausted.
3. Taking airport taxis. Grab works at Mactan-Cebu International, but the airport’s official taxi lane has a “terminal fee” surcharge of 70-100 PHP (~₹105-150). Book a Grab to the pickup zone on Level 1 instead. If you must take a taxi, insist on the meter and refuse the “fixed price” offer.
Where to Go from Here
| Destination | Mode | Duration | Price | Book |
|---|---|---|---|---|
| Bohol (Tagbilaran) | Ferry | 2h | ₹1,928 (~20 USD) | Book on 12go |
| Manila | Flight | 1h 25m | ₹5,688 (~59 USD) | Book on 12go |
| Siquijor | Ferry | 5h 40m | ₹4,049 (~42 USD) | Book on 12go |
| Coron | Flight | 4h 50m | ₹13,593 (~141 USD) | Book on 12go |
| Dumaguete | Flight | 8h 40m | ₹20,823 (~216 USD) | Book on 12go |
The Bohol ferry is the default onward for most backpackers. Tagbilaran pier is 2 hours from Cebu, and the Chocolate Hills, tarsier sanctuaries, and Loboc River are all within an hour of the port. Siquijor is the next-next stop if you want quieter beaches and fewer tourists, and the ferry runs overnight with sleeper cabins.
FAQ
Is Cebu safe for solo Indian women? Yes. Cebu City is safer than Manila for solo female travellers, with a big Catholic influence and a noticeable family presence even at night. The usual rules apply: don’t walk Colon Street alone after 11 pm, use Grab instead of jeepneys late, and keep your bag zipped in the mall crowds. The Mactan airport area is the safest part of the metro.
Can I get Indian food in Cebu? There are 2-3 small Indian restaurants in IT Park and a couple in the Lahug area, mostly North Indian and Gujarati thalis at 350-500 PHP (~₹525-750). Veg is the default, so you’re in luck. Stock up on Indian snacks at the Rustans in Ayala if you’re heading to more remote islands.
Do I need a visa for the Philippines as an Indian passport holder? Indian passport holders get a 14-day visa-free entry if you have a valid US, UK, Japan, Australia, or Schengen visa, otherwise you need to apply for a Philippine visa in advance. Apply at the Philippine Embassy in Delhi or the consulates in Mumbai, Chennai, and Kolkata. Standard processing is 5-7 working days, fee is around 2,300 PHP (~₹3,450). Check the official Bureau of Immigration Philippines site before you fly, rules change.
Is Cebu worth it if I only have 2 days? Yes, compress it: Day 1 city highlights (Cathedral, Taoist Temple, Temple of Leah, TOPS at sunset), Day 2 island-hopping. Skip the third-day adventure park. If you have 4 days, add a Moalboal day trip (sardine run, sea turtles, Kawasan Falls) or an overnight in Bantayan.
What’s the best SIM card in Cebu? Globe and Smart are the two real networks. Travellers report Globe is more reliable in the city and malls, Smart is better on the islands and in the south (Moalboal, Oslob). If you’re spending time in both, pick based on which islands you go to. ESIMs work on both networks.
Should I fly into Cebu or Manila? If your itinerary includes Bohol, Moalboal, or Siquijor, fly into Cebu. If it’s Manila then south, fly into Manila. Cebu is the cheaper and more efficient entry for the Visayas region, and the airport is half the size of Manila’s, so you save 60-90 minutes on landing.
Subodh’s Take
Cebu is the kind of stop most backpackers fly through, and that’s a waste. The city is walkable, the food is some of the best in the Philippines, and the islands are 30 minutes from a Grab. The reason Cebu gets skipped is the same reason Bangkok gets skipped: it’s an “in-between” stop, not a destination. Make it a destination for three days and you won’t regret it.
